Biography
Incorporated 1867 under a Congressional charter, located in Washington D.C, and named for General Oliver O. Howard, a Civil War hero who was both a founder of the University and, at the same time, commissioner of the Freedman’s Bureau. Formerly funded by that Bureau of the U.S. Dept of the Interior, and later the Federal Security Agency.
