Overview Typed memorandum in regards to a Sam Silverman written by Ben M. Blumber, Director of Social Service. It states that a former patient of the JCRS, Sam Silverman, who is now 66 years old came into the office hoping that a letter would help with lowering a license fee for his business. Silverman had wrong information about he licenscing fee and thinking that the Social Services could or would write him a letter, that is against their policy.
