Joyce Foster served as a member of the Denver City Council in Denver, Colorado from 1993-2003 representing District 4. She was the first Jewish woman to sit on the City Council and served as City Council President from 2001 to 2002. She worked on Skate Park and the University Hills Mall renovation.
