President John F. Kennedy speaks on the steps of the Rose Garden at the White House after presenting United States Air Force General (Retired) Emmett (Rosie) O'Donnell, Jr. with the Defense Distinguished Service Medal. General O'Donnell, on the President's left, received the award for his exceptional service in the Pacific during World War II.
