Abstract
Memorandum to Vice Chancellor John L. Blackburn from Charles R. Stevens with the subject ''Suggested Statement.'' This is a rough draft of possible administrative statement for constructive action, and sets out seven points. Among the points: the university must remain open, must examine its objectives and methods, must have open lines of communication between administration, faculty and students, and addresses the need for an open forum where the various parties can gather and discuss issues.
