Memorandum from George W. Shepherd, Jr. of GSIS. He discusses Kent State, the problem of too many blacks being sent to Vietnam, and how to deal with campus protests without resorting to violence. He states that in general, campuses where protests were met with understanding and sympathy there was no violence. Hardline responses were not effective.

From the Series: Series 3 contains material relating to the student protest that created a shanty town on the campus called Woodstock West. Included are administration documents, faculty responses, fliers, newspaper clippings and other publications, and a scrapbook of the events.
