Memorandum from George W. Shepherd, Jr. of GSIS. He discusses Kent State, the problem of too many blacks being sent to Vietnam, and how to deal with campus protests without resorting to violence. He states that in general, campuses where protests were met with understanding and sympathy there was no violence. Hardline responses were not effective.

Statement from the Students and Faculty of the Graduate School of International Studies stating they (with several dissenters) condemn the action of Chancellor Mitchell about Woodstock. It goes on to point out the variances between statements and actions.
