Abstract
Joseph Scher was born in Latvia in 1884 and died in Denver in 1969. He emigrated in 1904 and graduated from the University of Wisconsin with a BA degree in Sociology and Economics in 1913. Joseph Scher joined the Immigration Service in 1918 and was an investigator for 32 years. He married Rose Saperstein of Pennsylvania that same year.
