KATHERYN HERMAN Katheryn and her family moved to Westminster in 1951 and she began working for the City of Westminster as a file clerk on a part-time basis. Jerry Royther served as director of parks and recreation starting in 1978. 'We tried to balance parks around the City, building first in one quadrant, then another." The balancing act was difficult at times, he said, especially with twenty-eight subdivisions developing and everybody wanting their park first."
